On the New York State Page, choose a topic from the topics table. The
buttons in the Topics Table will glow when the mouse pointer passes over them.
As is illustrated here with 'Historic Sites'.
When the mouse passes over this button, the button changes like this:

You then click on that button and links for that topic will come up.
